I am looking for an image CAPTCHA validation solution that will allow me to implement an AJAX request to validate the user and falls back to non-AJAX operation if Javascript is disabled.

You can use this forms class that comes with plugins for custom form inputs that implement CAPTCHA validation either using a built-in process or using ReCAPTCHA.

Then you can use any of those plug-ins with another plugin to implement AJAX form submission, so the form can be handled without reloading the page.
