There are plenty of full featured software applications for any operating system that will capture video locally, so I am assuming you need something for remote capture. This package will capture an image, you will need to write your own front end to capture and name the images in sequence at 20 frames per second. You can then display them back at 20 fps, which is how webcams operate.

To turn the captured images into a particular video format will require video editing software.
