Sending SMPP messages to a server is easy with this class for instance.

Now to send SMS messages via SMPP, you need to use the services of gateway company that can take messages via SMPP and route them to a phone via SMS. There are several companies on the market that do this, some partially for free but usually it is a paid service.

As for taking the recipient addresses and numbers from a MySQL database, that is an easy part that you can do without much effort.
