How to vectorize a map with a pre-configured ballon?

Hello

I'd like to know a manner to configurate a geographical map image with predefined points on this (each point representes a city), if I double-click one of this points a ballon with data appear with preconfigured contents inside the balloon - the data is concerned to a city event.

The map is only a Picture representation of a region without connection with google maps.

To much similar than the Picture presented at PHP Classes main page, with the difference that the contentes could be configured from time to time.
