Can I use your PHP in Japan ?

I live in Japan.
I have speedport Hybrid for a reson.
If I use Phones, I know I need to subscribe to German provider to connect it using DSL or LTE.
But I cannot subscribe to them because I live in Japan.
I think I want to use it using LAN port on local network with SIP server (for example Astarisk).
I think I need to do online it.
Fortunately, I found your PHP api.
You describe "Change the status of the DSL or LTE connection".
Can I change the status even if local network?
I am a beginner of PHP.
If I can change the status, please explain the step more detail.
My environment is:
Ubuntu14.04
Apache2
PHP5.5.9-1

you can only change the online status
example:
you can activate/deactivate DSL and/or
you can activate/deactivate LTE

other things you cant do with the router api
