Tor Geoip Tools isn't a whole system, is a class to help in what to do with IPs, countrys, network address segments, among other relevant data collected. In that class, an utility (and demonstrative) method suggests to block IP segments using Iptables; I expect people doing descendant classes making more and clever methods to fit special requirements.
