many technical changes, many policies changes, new features, a new owner (Oracle, just to name it) makes things somehow complex for the maintainers of PHP to keep tracking every change of MySQL
if your still using the mysql extension on old code... are you sure your code is up to date with all the new features or changes of mysql?
i think, it is not the task of PHP people to keep maintaining such extension... maybe some people can take the work and continue it, making it a library or anything else, and leave the PHP people to focus on what's important for them, PHP itself
